SECTION 1. PERMANENT RESIDENT STATUS FOR OLEG RASULYEVICH RAFIKOV, ALFIA FANILEVNA RAFIKOVA, EVGENIA OLEGOVNA RAFIKOVA, AND RUSLAN KHAMITOVICH YAGUDIN.
(a) IN GENERAL.—Notwithstanding subsections (a)
8 and (b) of section 201 of the Immigration and Nationality 9 Act, Oleg Rasulyevich Rafikov, Alfia Fanilevna Rafikova, 10 Evgenia Olegovna Rafikova, and Ruslan Khamitovich
2 1 Yagudin shall each be eligible for issuance of an immi2 grant visa or for adjustment of status to that of an alien 3 lawfully admitted for permanent residence upon filing an 4 application for issuance of an immigrant visa under sec5 tion 204 of such Act or for adjustment of status to lawful 6 permanent resident. 7 (b) ADJUSTMENT
OF
STATUS.—If Oleg Rasulyevich
8 Rafikov, Alfia Fanilevna Rafikova, Evgenia Olegovna 9 Rafikova, or Ruslan Khamitovich Yagudin enters the 10 United States before the filing deadline specified in sub11 section (c), he or she shall be considered to have entered 12 and remained lawfully and shall, if otherwise eligible, be 13 eligible for adjustment of status under section 245 of the 14 Immigration and Nationality Act as of the date of the en15 actment of this Act. 16 (c) DEADLINE
FOR
APPLICATION
AND
PAYMENT
OF
17 FEES.—Subsections (a) and (b) shall apply only if the ap18 plication for issuance of an immigrant visa or the applica19 tion for adjustment of status is filed with appropriate fees 20 within 2 years after the date of the enactment of this Act. 21 (d) REDUCTION
OF
IMMIGRANT VISA NUMBER.—
22 Upon the granting of an immigrant visa or permanent res23 idence to Oleg Rasulyevich Rafikov, Alfia Fanilevna 24 Rafikova, Evgenia Olegovna Rafikova, or Ruslan
25 Khamitovich Yagudin, the Secretary of State shall in•HR 1457 IH
3 1 struct the proper officer to reduce by 4, during the current 2 or next following fiscal year, the total number of immi3 grant visas that are made available to natives of the coun4 try of the aliens’ birth under section 203(a) of the Immi5 gration and Nationality Act or, if applicable, the total 6 number of immigrant visas that are made available to na7 tives of the country of the aliens’ birth under section 8 202(e) of such Act. 9 (e) DENIAL

10 TREATMENT
CERTAIN RELATIVES.—The natural
11 parents, brothers, and sisters of Oleg Rasulyevich Rafikov, 12 Alfia Fanilevna Rafikova, Evgenia Olegovna Rafikova, and 13 Ruslan Khamitovich Yagudin shall not, by virtue of such 14 relationship, be accorded any right, privilege, or status 15 under the Immigration and Nationality Act.
